HSE Engineer Supply Across the UAE

Most safety staffing conversations in this market start and end at officer level. That works until somebody asks who is going to chair the HAZOP, close out the actions from the QRA, build the fire and gas philosophy, or defend the risk assessment in front of the client’s technical authority.

That is engineer work, and the pool of people who can genuinely do it in the UAE is small. HSE Manpower recruits into that pool deliberately — degree-qualified engineers with process safety and risk engineering capability, supplied on contract to EPC contractors, operators and consultancies across the Emirates.

Where the engineer sits in your HSE structure

An HSE engineer is a technical specialist, not a site enforcement role. The distinction matters commercially, because engineers cost more and are wasted on permit checking.

Engineers in safety gear reviewing technical drawings in a study session
  • Hazard studies.

Engineers work on the hazards before they reach the field. They run and facilitate HAZID, HAZOP, LOPA, SIL determination and bowtie sessions.

  • Risk and consequence analysis.

Quantitative risk assessments, consequence modelling, dispersion and explosion studies, escape route and temporary refuge analysis, fire and gas mapping and detector coverage, and firewater demand calculations.

  • HSE design deliverables.

The deliverables that clients audit — HSE philosophies, safety case inputs, hazardous area classification schedules, safety critical element registers and performance standards.

  • Execution-phase engineering.

The technical depth of construction risk: lifting study review, temporary works risk input, confined space and energy isolation engineering, and the technical closeout of incident investigations where root cause sits in design or process rather than behaviour.

  • Environmental technical load.

Environmental impact assessment inputs, emissions and effluent modelling, waste characterisation, and ISO 14001 system engineering.

If what you actually need is daily site coverage, you need safety officers, not engineers. If you need somebody to own the whole management system and the client relationship, that is an HSE manager. We will point you to the right grade rather than sell you the expensive one.

Coverage across the Emirates and their industrial hubs

Why the economic hub shapes the engineering brief

Engineer-grade demand in the UAE is concentrated, and the concentration follows capital spend.

Abu Dhabi and the Al Dhafra region

This is where the majority of engineer-grade demand sits. Engineers here are supplied CICPA-passed and OSHAD-registered.

Where we place

  • Ruwais refinery and petrochemical complex and its expansion programme
  • Habshan and Bab gas processing trains
  • Asab, Bu Hasa, Shah and Sahil onshore fields
  • Offshore at Upper and Lower Zakum, Satah Al Razboot and Umm Lulu
  • Das Island and Zirku Island processing hubs
  • KEZAD and Khalifa Industrial Zone manufacturing
  • Musaffah fabrication yards
  • Taweelah power and desalination
  • Barakah

The engineering brief here

Ruwais is one of the largest refining and petrochemical complexes anywhere, and its expansion has generated years of FEED, detailed design and execution risk work. Habshan and Bab are sour gas processing trains where H2S dispersion modelling, flare studies and SIL verification are routine deliverables rather than occasional ones.

The offshore developments bring escape and evacuation analysis, temporary refuge integrity and platform-specific QRA. Barakah adds nuclear-grade assurance under FANR licensing. Taweelah is one of the world’s largest desalination sites, where the engineering risk is process, chemical handling and power interface. Musaffah is a fabrication economy — lifting studies, load-out analysis, temporary works and structural risk.

Matching an engineer to the hub means matching them to the deliverable set that hub actually produces.

What HSE Manpower does differently

We recruit for technique, not for keyword matches.

Every engineer is technically interviewed by a practising HSE professional. The interview goes to method — how they set up a node, how they handle a dissenting operations rep in a HAZOP, what they do when the QRA contractor’s assumptions do not match the plot plan. CVs describe attendance at studies. Interviews reveal who actually ran them.

Software and standards literacy is verified, not assumed.

Working capability in PHAST, Phast Risk and Safeti, FLACS, PHA-Pro, BowTieXP, DNV tools and standard modelling packages, alongside applied knowledge of IEC 61508 and 61511, API 752, 753 and 754, NFPA codes, and the ADNOC Codes of Practice.

Design-phase and execution-phase engineers are not interchangeable.

A brilliant FEED-stage risk engineer can struggle badly on a live turnaround, and vice versa. We match to project phase.

Passes already in hand.

CICPA-passed, ADNOC-experienced engineers on the bench mean mobilisation measured in days rather than the six-week pass cycle your competitors are absorbing.

Scarcity managed as a service.

Senior process safety engineers with GCC experience are a genuinely constrained resource. We maintain relationships with that community continuously — which is why we can usually shortlist inside 48 hours for roles other agencies quote as four-week searches.

Full employment burden carried by us.

Visa sponsorship, WPS-compliant payroll, medical cover, end-of-service benefits, MOHRE compliance and demobilisation all stay on our side.

For study work, we can supply a facilitator and scribe as a pair rather than a single body — a small distinction that materially changes how fast a HAZOP closes out.

Get in touch

Send us the scope, the phase and the client standard you are working to. We will tell you who we have, how fast they can be on site, and whether the role you have written is actually an engineer role.

How we scope an engineering assignment

Engineering placements go wrong more often through bad scoping than bad candidates, so we push back early rather than late. We work through four things, in order.

  1. The phase

Concept and FEED work rewards engineers comfortable with incomplete information, who can set conservative assumptions and defend them, and who think in terms of inherent safety. Detailed design rewards precision and the patience to close hundreds of comments. Execution and commissioning rewards engineers who can make a call on a field change at 2am. These are different people.

  2. The deliverable

“We need a process safety engineer” tells us very little. “Facilitate eight HAZOP nodes on a sour gas train, produce the report and drive action closeout” tells us exactly who to put forward — and whether that is one person for six weeks or a facilitator and scribe for three.

  3. The standard

ADNOC Codes of Practice, client-specific specifications, IEC 61511, API 752 or 753, NFPA codes, or a corporate standard of your own. Engineers who have worked to your standard produce a compliant deliverable first time rather than third.

  4. The interface

An engineer embedded in your team needs different qualities from one working semi-independently on a discrete study. Tell us which, and who they will report to.

We would rather spend twenty minutes on this at enquiry stage than replace somebody in month two.

Frequently asked questions

What does an HSE engineer do that a safety officer cannot?

Engineers perform technical risk analysis — HAZOP, LOPA, SIL determination, QRA, consequence modelling, fire and gas mapping — and produce design deliverables. Officers enforce controls in the field. The two roles are complementary, not interchangeable.

What qualifications do your HSE engineers hold?

Engineering degrees in chemical, mechanical, process, civil or environmental disciplines, plus NEBOSH Diploma or Level 6, IChemE process safety training, functional safety certification, and ISO 45001 or 14001 lead auditor credentials.

Can your engineers facilitate HAZOP and HAZID studies?

Yes. We supply qualified facilitators with documented experience chairing studies on live projects, and can provide facilitator and scribe as a pair to accelerate closeout on larger study programmes.

Do you supply engineers for ADNOC projects?

Yes. Our bench includes CICPA-passed, ADNOC-experienced engineers familiar with ADNOC Codes of Practice covering process safety, technical integrity, safety critical elements and contractor HSE requirements.

What risk modelling software do your engineers use?

Capability across PHAST, Phast Risk, Safeti, FLACS, PHA-Pro, BowTieXP and standard DNV tooling, verified at interview rather than taken from the CV. Tell us your required package and we will match accordingly.

How long does it take to mobilise an HSE engineer?

Shortlists typically within 48 hours. Engineers with valid passes and transferable status mobilise in under a week. New visa processing runs three to five weeks depending on nationality and role.

Are HSE engineers legally required in the UAE?

Law requires competence proportionate to risk. For major hazard facilities and complex projects, OSHAD, ADNOC Codes of Practice and client standards effectively require engineering-level risk management capability, not supervisory presence alone.

Can you supply for FEED and design-phase work?

Yes. We distinguish design-phase from execution-phase engineers because the skill sets genuinely differ. Tell us the project phase and we will match candidates who have worked that phase successfully.

Do you supply environmental engineers?

Yes. Environmental impact assessment, emissions and effluent modelling, waste characterisation, permitting support and ISO 14001 system engineering are all covered within our environmental engineering bench.

Which industries do your engineers come from?

Primarily oil and gas, refining and petrochemicals, LNG, power, nuclear, water and desalination, chemicals, and major construction. We also supply into data centres, pharmaceuticals and food manufacturing.

Do you cover offshore engineering assignments?

Yes. Engineers with BOSIET, HUET and valid offshore medicals are available for platform and marine assignments across Abu Dhabi’s offshore developments and associated marine spreads.

Can we hire an engineer for a single study?

Yes. Short technical assignments scoped to one study or deliverable are a standard engagement model, alongside project-duration contracts and embedded team placements.

Who employs the engineer during the contract?

HSE Manpower is the employer of record throughout. We hold the visa, run WPS-compliant payroll, provide medical insurance and cover end-of-service benefits. You take no sponsorship obligation.

Do your engineers hold functional safety certification?

Yes, across the process safety segment of the bench. Applied knowledge of IEC 61508 and IEC 61511 for SIL determination and verification is verified at technical interview before any candidate reaches shortlist.

What if the engineer is not the right fit?

We replace rather than defend the placement. Raise it early and we work a replacement immediately, managing handover so your study programme or deliverable schedule does not lose ground.
