HSE Staffing Solutions Across the UAE
Every HSE staffing problem in this market reduces to one of three situations.
HSE Manpower is built around all three: manpower supply, managed outsourcing, employer of record payroll and turnaround surge teams, across every emirate. This page sets out how the commercial side actually works.
- You have won workAnd need people on site before your own recruitment can deliver them
- Your headcount is frozenBut the compliance obligation has not frozen with it
- Demand is short and intenseA turnaround, mobilisation or shutdown that cannot justify permanent hires
- We remain the employerVisa, WPS payroll, insurance and gratuity on our side

Engagement models
Seven ways to engage us, from a single supplied officer to a fully managed HSE function. Mixed arrangements on one project are normal.
Manpower supply
You direct the work, we employ the person. The most common model — you retain full operational control while we carry visa sponsorship, payroll, insurance and end-of-service liability.
Managed HSE outsourcing
We supply and manage a complete HSE function against agreed performance standards. Suited to organisations without internal HSE leadership, or those wanting the whole function off the establishment.
Employer of record and payroll
You have already found the person. We employ them, sponsor the visa, run compliant payroll and carry the statutory obligations. Useful where you have no UAE establishment, a frozen headcount, or a candidate whose visa cannot transfer to you.
Turnaround and shutdown surge
Bulk mobilisation of complete HSE teams for defined windows, planned against your milestone schedule and demobilised cleanly on completion.
Interim and gap cover
Short-notice cover for resignation, sickness, leave or the gap between a departure and a permanent hire.
Temp-to-perm
Trial on contract, convert to your own sponsorship on agreed terms. You assess performance in your actual environment before committing.
Permanent recruitment
Where you want the person on your own books from day one, we recruit to a fee-based model against a defined guarantee period.

Why this is a compliance question, not just a resourcing one
UAE employment and safety law places obligations on whoever holds the employment relationship, and getting that wrong is expensive.
We are clear about the division of liability rather than implying we absorb liability we cannot.
Federal Decree-Law No. 33 of 2021
The Regulation of Labour Relations and its executive regulations under Cabinet Resolution No. 1 of 2022 govern contract types, working hours, leave entitlement, end-of-service gratuity and termination.
Wage Protection System
Wage payment must run through WPS, and MOHRE enforces WPS compliance with real consequences including work permit suspension.
Contracts, insurance and the midday break
Employment contracts must be registered, medical insurance is mandatory, and the midday break prohibition between 12:30 and 15:00 from 15 June to 15 September is inspected and enforced.
Occupational safety and environment
The same law requires employers to provide occupational safety and health protections and appoint competent persons. Federal Law No. 24 of 1999 carries the parallel environmental obligations.
OSHAD System Framework
In Abu Dhabi, the OSHAD System Framework requires OSH practitioners registered at risk-appropriate tiers within a documented, auditable management system.
Dubai Municipality, Trakhees & Civil Defence
Dubai Municipality’s Code of Construction Safety Practice, Trakhees HSE Regulations across PCFC jurisdictions, and Dubai Civil Defence requirements each apply within their territories.
ADNOC, CICPA & FANR
ADNOC Codes of Practice govern contractor HSE on ADNOC assets with CICPA access control, and FANR licensing conditions apply at Barakah.

Coverage across the Emirates
Why the economic hub changes the staffing answer
The UAE’s industrial geography is not uniform, and neither is the staffing problem it creates.
Abu Dhabi and Al Dhafra
CICPA-passed and OSHAD-registered personnel as standard.
Where we place
- Ruwais Industrial City and the refining and petrochemical complex
- Habshan and Bab gas processing
- The Asab, Bu Hasa, Shah and Sahil onshore fields
- Offshore at Upper and Lower Zakum, Satah Al Razboot and Umm Lulu
- Das Island and Zirku Island
- KEZAD and Khalifa Industrial Zone
- Musaffah industrial area and shipyards
- Taweelah power and desalination
- Barakah Nuclear Energy Plant
The staffing answer here
Al Dhafra — Ruwais, Habshan, Bab, Asab, Bu Hasa, Shah, Sahil — is remote, CICPA-controlled and rotational. Staffing there means accommodation, transport, pass administration and rotation management alongside the placement itself, and demand spikes hard around turnarounds. The offshore assets add marine logistics and offshore medical currency.
Barakah operates under a nuclear assurance regime with its own vetting. Taweelah and the desalination portfolio run to utility client governance. KEZAD and Khalifa Industrial Zone are the fastest-growing manufacturing and logistics cluster in the country, generating steady rather than spiky demand.
Dubai
Where we place
- Jebel Ali Free Zone and Jebel Ali Port
- Dubai Maritime City
- Hassyan power complex
- Dubai Investments Park
- Dubai Industrial City
- Dubai South and the Al Maktoum airport programme
- Expo City
- Techno Park and Al Quoz
- DMCC, Business Bay and the downtown high-rise corridor
- Metro and roads infrastructure
The staffing answer here
Dubai’s problem is speed and density. Its free zones, ports, industrial parks and the downtown high-rise corridor all run on compressed programmes with multiple concurrent contractors.
The regulatory boundary between Dubai Municipality and Trakhees jurisdictions changes what registration a person needs.
Sharjah
Where we place
- Hamriyah Free Zone heavy fabrication and oilfield services
- SAIF Zone
- Gas processing
- The Sharjah industrial areas
The staffing answer here
Hamriyah Free Zone is a fabrication economy whose demand follows contract awards and load-out schedules. The Sharjah industrial areas run cement, ceramics, quarrying and manufacturing.
Fujairah
Where we place
- Port of Fujairah
- The oil terminal and tank farm cluster
- Fujairah Oil Industry Zone
- Bunkering operations
- Inland quarrying
The staffing answer here
Fujairah is one of the world’s largest bunkering ports, with a tank farm cluster running continuous terminal operations.
Ras Al Khaimah
Where we place
- RAKEZ industrial and business zones
- The Al Ghail corridor
- Cement and ceramics production
- Quarrying and aggregates
The staffing answer here
RAKEZ and Al Ghail run cement, ceramics, quarrying and manufacturing. A client with a plant in Al Ghail cannot simply advertise and wait, so we hold candidates for it deliberately.
Ajman and Umm Al Quwain
Smaller markets where local HSE talent is genuinely scarce and where we deliberately hold candidates.
Where we place
- Ajman Free Zone
- The Ajman industrial areas
- UAQ Free Trade Zone
The staffing answer here
Ajman and Umm Al Quwain are markets where local HSE talent is genuinely thin. A client with a plant in UAQ Free Trade Zone cannot simply advertise and wait.
Al Ain
Where we place
- Quarrying
- Cement
- Processing
- The infrastructure programme
The staffing answer here
Al Ain is another market where local HSE talent is thin. We hold candidates for it deliberately rather than starting a search when the requirement lands.
Industries we serve
- Oil and gas upstream onshore and offshore
- Midstream pipelines, terminals and storage
- Refining and petrochemicals
- LNG and gas processing
- EPC contracting and engineering consultancy
- Fabrication and modular yards
- Construction and civil infrastructure

Flying an HSE manager in from a head office outside the UAE to cover a gap, repeatedly, at day rates plus travel plus their opportunity cost back at base.
How HSE Manpower differs from a general recruitment agency
We only do HSE.
Every candidate is technically interviewed by a practising HSE professional. A generalist agency screens for keywords because it cannot do otherwise. That is why generalist shortlists contain people who cannot survive ten minutes on permit-to-work.
We hold the passes.
CICPA-passed and ADNOC-experienced personnel sit on the bench before your enquiry arrives. Six weeks of pass origination is removed from your critical path.
We match to the asset, not the emirate.
Somebody who has worked three Ruwais turnarounds performs differently in week one from a strong CV out of another market. We track where our people have actually worked.
We verify certificates at source.
Certificate fraud is a live problem across the GCC HSE market. We check with issuing bodies and test practically, then reject candidates who do not hold up.
We will tell you the grade is wrong.
If your scope describes an officer role with a manager title, or a supervisor requirement that really needs an appointed person, we say so. Selling you the expensive grade is easy money and bad business.
We replace rather than defend.
A placement that is not working gets replaced, with handover managed so your coverage does not break.
Language coverage that works.
Hindi, Urdu, Malayalam, Tamil, Bengali, Nepali, Tagalog, Arabic and English across the bench, matched to your actual workforce mix.
The process, end to end
You send the scope
Roles, grades, location, asset, duration, shift pattern, headcount, client-specific pass or registration requirements, and start date.
Shortlist in 24–48 hours
We return a shortlist with certifications and passes already verified, and rates. You interview by video or in person.
We mobilise
Offer and contracting, visa issue or transfer, medical and Emirates ID, client-side pass processing, insurance, WPS payroll setup, HSE induction, and site mobilisation including accommodation and transport where in scope.
We manage to the end
Payroll, leave, insurance, contract compliance, performance review and replacement if needed. Then demobilisation, final settlement and gratuity, and visa cancellation or transfer.
Start here
Send the scope and the date. We will tell you honestly what we can deliver, what we cannot, and where your requirement needs rethinking before it becomes a problem on site.
Choosing between supply, outsourcing and recruitment
Clients often arrive asking for one model when another fits better. This is how we talk it through.

Choose manpower supply
When you have the HSE leadership and the systems, and what you lack is bodies with the right credentials at the right time. You direct the work, keep full operational control, and we carry the employment. This covers most requirements we handle.
Choose managed outsourcing
When you do not have internal HSE leadership, or when you want the whole function off the establishment and measured against agreed performance standards instead of managed day to day. Common for manufacturers, FM operators and mid-sized contractors who need a functioning HSE capability without building a department.
Choose employer of record
When the person is not the problem. You have found them, or they already work with you, and what you need is a compliant employment vehicle — because you have no UAE entity, a frozen headcount, or a visa that cannot transfer to you.
Choose surge
When demand is defined and finite. A turnaround, a commissioning window, a mobilisation peak. The whole point is that it ends cleanly, with no residual liability.
Choose permanent recruitment
When the role is structural and you want it on your own books. We work it as a search against a fee and a guarantee period, not as a placement.
Mixed arrangements are normal. A single project often runs a permanent manager, supplied officers and supervisors, and a surge team for the shutdown. We will tell you which parts genuinely need which model rather than pushing everything into one.
Frequently asked questions
What HSE staffing services do you provide?
Manpower supply, managed HSE outsourcing, employer of record and payroll, turnaround and shutdown surge teams, interim and gap cover, temp-to-perm arrangements, and permanent recruitment against a fee-based model with a guarantee period.
Who is the legal employer of supplied staff?
HSE Manpower. We hold visa sponsorship, run WPS-compliant payroll, provide mandatory medical insurance, accrue end-of-service gratuity and manage MOHRE compliance throughout the assignment and at demobilisation.
What roles can you supply?
Safety officers, HSE engineers, HSE supervisors, HSE managers, lifting supervisors and appointed persons, riggers, fire and hole watch, confined space attendants, gas testers, banksmen, HSE trainers, environmental officers and occupational health staff.
How quickly can you mobilise a team?
Shortlists within 24 to 48 hours. Personnel with valid passes and transferable visa status mobilise in under a week. New visa processing runs three to five weeks depending on nationality.
Do you handle visas and work permits?
Yes. Visa issue or transfer, medical, Emirates ID, labour contract registration and MOHRE compliance are all handled by us. You take no sponsorship or establishment obligation for supplied personnel.
Is your payroll WPS compliant?
Yes. All supplied personnel are paid through the Wage Protection System as UAE law requires, with contract registration, mandatory medical insurance and end-of-service gratuity accrual handled throughout.
Can you supply if we have no UAE entity?
Yes. Our employer of record model exists for exactly that situation — we employ, sponsor and pay the person while you direct the work, with no establishment required on your side.
Do you cover shutdowns and turnarounds?
Yes. Bulk mobilisation of complete HSE teams for defined turnaround windows, planned backward from your milestone schedule and demobilised cleanly on completion without ongoing liability.
Which emirates do you cover?
All seven — Abu Dhabi and Al Dhafra, Dubai, Sharjah, Fujairah, Ras Al Khaimah, Ajman and Umm Al Quwain — including free zones, industrial cities, ports, offshore assets and remote field locations.
Are your personnel CICPA-passed?
We maintain a bench of CICPA-passed and ADNOC-experienced personnel across all grades, removing the six-week pass origination cycle from your mobilisation timeline for ADNOC operating areas.
What if a supplied person underperforms?
We replace rather than defend the placement. Raise it early, we mobilise a replacement and manage the handover so your site coverage and client relationships do not break down.
Can we convert supplied staff to permanent?
Yes. Temp-to-perm arrangements with conversion terms agreed upfront let you assess performance in your real environment before committing to sponsorship and permanent headcount.
Do you provide accommodation and transport?
Where it forms part of the agreed scope, yes. Accommodation, transport and site logistics can be included in the package, particularly for remote field and offshore-support deployments.
Does using your staff transfer our safety liability?
No, and we will not claim otherwise. Employment obligations transfer to us; the duty to provide a safe workplace remains yours. We supply the competence through which you discharge that duty.
How is your pricing structured?
Monthly all-in rates per person covering salary, visa, insurance, gratuity accrual and administration, or day rates for short assignments. Rates vary by grade, location, pass requirement and duration.
